廖子齊議員,作為一位關注環保議題的地方領袖之一Councilor Liao Ziqi, as one of the local leaders concerned with environmental issues.
第一次與新竹愛心小隊的相識,源於一次在新竹愛心小隊在大魯閣前舉辦的環保活動。這次活動旨在提升民眾對環保的意識,並且透過實際行動推動可持續發展。
First got to know the Hsinchu Love Action during an environmental activity organized by the group in front of the Hsinchu Taroko Mall. The purpose of the event was to raise public awareness about environmental protection and promote sustainable development through practical actions.
當日活動中,愛心小隊使用了回收瓦楞紙製作標誌板,這一細節引起了議員的興趣。議員表示,這種創意不僅具環保意識,更是一種有效的資源再利用方式,進一步加深了他對這個小隊的好奇與支持。
During the event, the Love Squad used recycled corrugated cardboard to make signs, a detail that caught the councilor's attention. He remarked that this creativity not only reflects environmental consciousness but also serves as an effective way of recycling resources, further deepening his interest and support for the group.

廖子齊議員
在此次訪談中,愛心小隊向議員提出了一個重大的議題:請問議員,對於新竹縣市的環保議題,您有什麼看法?目前我們可以在哪些方面進行改進?
In this interview, the Love Squad posed an important question to the councilor: "Councilor, what are your thoughts on environmental issues in Hsinchu County and City, and what improvements can we make at present?"
議員表示「這是一個非常廣泛且複雜的議題,涉及多個層次的探討。我們需要從地方、中央乃至全球的角度來看待環保問題。首先,氣候變遷無疑是一個全球性的挑戰,這也使得地方政府在應對上存在一定的限制。」
The councilor responded, "This is a very broad and complex issue, involving multiple levels of discussion. We need to address environmental issues from local, central, and even global perspectives. First of all, climate change is undoubtedly a global challenge, and this poses certain limitations for local governments in terms of response."
議員進一步解釋到,中央政府必須面對國際的環保規範和壓力,如歐盟的碳稅政策等。這些政策通常是為了應對全球範圍內的氣候危機,但在執行層面上,中央和地方之間往往存在著明顯的資源分配差距。地方政府的資金預算常常有限,使得即便有心推動環保政策,也因資源不足而難以落實。
The councilor further explained that the central government must face international environmental regulations and pressures, such as the European Union's carbon tax policies. These policies are typically aimed at addressing the global climate crisis, but in terms of execution, there are often significant gaps in resource allocation between the central and local governments. Local governments frequently have limited financial budgets, making it difficult to implement environmental policies, even when there is a will to do so.

「我們必須承認,地方政府與中央政府在資源上的落差相當大。以雙北為例,由於其獲得的補助較多,他們在環保政策及大眾運輸發展方面遠比其他縣市先進。這使得他們能夠大規模推動如捷運、電動公車等減少碳排放的措施。而新竹縣市,則面臨大眾運輸不夠完善的問題,這使得我們必須依賴私人交通工具,進一步加劇了碳排放的壓力。」
"We must acknowledge that there is a significant disparity in resources between local and central governments. For example, due to receiving more subsidies, Taipei and New Taipei City are much more advanced in environmental policies and public transportation development compared to other counties. This allows them to promote large-scale measures, such as the MRT and electric buses, to reduce carbon emissions. In contrast, Hsinchu faces challenges with inadequate public transportation, forcing us to rely on private vehicles, which further exacerbates carbon emissions."
她強調,地方政府需要更多的支持來縮小這樣的差距,尤其是在交通與能源使用等方面。「如果我們能夠在大眾運輸上取得進展,這將是減少汽機車碳排放的重要一步,這也是新竹目前亟需解決的課題。」
She emphasized that local governments need more support to close this gap, particularly in areas such as transportation and energy usage. "If we can make progress in public transportation, it will be a crucial step toward reducing vehicle carbon emissions, which is a pressing issue that Hsinchu currently needs to address."
